Stop Sign Violation Leads to Arrest of South Carolina Fugitive

FAIRFIELD – On 4/21/21 at approximately 10:38am the Fairfield Police Patrol Division was conducting motor vehicle enforcement on Brookside Drive when officers observed a blue 2007 Chrysler Pacifica drive through a stop sign without coming to a complete stop. Officers stopped the vehicle a short distance from the intersection and made contact with the driver, Jovan Kelly. Kelly was identified after he provided his name, date of birth and a social security card. Officers conducted a national criminal database check of Kelly and were alerted to an outstanding warrant from Lexington County Sheriffs in South Carolina. The warrant, requesting nationwide extradition, listed charges of Assault, Battery and Burglary 1st Degree. Officers made contact with the dispatch center at Lexington County Sheriff’s office who confirmed the warrant.

Kelly was taken into custody without incident. Kelly was brought to Police Headquarters where he was processed and ultimately transported to Bridgeport Superior Court for arraignment the following morning.

Kelly was charged with the following Connecticut Statutes:

  • Failure to Obey Stop Sign
  • Operating Without a License
  • Insufficient Insurance
  • Fugitive from Justice

These are allegations. All suspects are innocent until proven guilty.
