Package Theft Suspect Arrested

On 12/4/19 at 16:39 hours, the Fairfield Police Department received a 911 call from a resident of Forest Avenue reporting a theft of packages had just occurred in the area of 135 Forest Avenue.  The caller reported that he had just witnessed a black female take packages from the front porch of several residences on Forest Ave.  He stated the female then left the area operating what he described as a small green 4-Door vehicle with no hub caps and a dented passenger door.  The caller reported witnessing this female carrying packages away from several houses and putting them into the back of her vehicle.

Fairfield Police Patrol units responded to the area and arrived within 3 minutes of the 911 call but were unable to locate the female or the vehicle.

Utilizing the Ring Neighbors Portal for the first time, a request for video was sent to Ring subscribers in the immediate area of Forest Avenue.  In less than 30 minutes, a resident of Forest Avenue shared video footage of a possible suspect.  This resident reported that the description of the suspect and her vehicle matched that of the Instacart delivery driver who had delivered groceries to her home just prior to the reported package thefts.

A review of this video footage revealed a suspect and vehicle which matched the description given by the witness.  The vehicle was determined to be a green Mitsubishi Mirage, possibly a late 90’s model.  In addition, Patrol Personnel with the assistance of Detectives, were able to determine a possible license plate, however, that license plate number was registered to another vehicle, a black Honda Accord.  Utilizing License Plate Recognition (LPR) technology, the license plate in question was found to be recently captured by an LPR device.  A review of the LPR records revealed a photograph of the vehicle seen on Forest Avenue, the green Mitsubishi Mirage, bearing the license plate that belonged on the Honda.

The registered owner of the license plate was found to have the same address as where the LPR system detected the vehicle in question.  A check of that individuals operator license photograph was found to be a likely match to that of the woman seen on Forest Ave.

This investigation led to the identification of the suspect, Shavon Littleton (DOB 10/4/1986) of Hartford, CT.  The Fairfield Police Department Detective Bureau and Quality of Life Unit conducted an extensive investigation including the execution of a search warrant and GPS tracking warrant on the suspect’s vehicle.

On 12/14/2019, the Fairfield Police Quality of Life Unit conducted a motor vehicle stop on Littelon while she operated the vehicle in question.  She was charged at that time w with Misuse of Plates (14-147c), Operating an Unregistered Motor Vehicle (14-12a) and Failure to Insure (38a-371).  A number of items were located inside Littleton’s vehicle which were found to be evidence of and proceeds from package thefts.  During the course of this investigation, Littleton also admitted to various package thefts in Fairfield.
